Megan's Law is named after seven-year-old Megan Kanka, aged 7, a New Jersey girl who was raped and killed in July 1994 by a twice convicted sexual offender who had moved across the street from the family -  without their knowledge. In the wake of the tragedy, Megan's parents embarked on a national crusade to change federal and state laws to allow for community notification of released and known sex offenders in their area.

On May 17, 1996, President Clinton signed Megan's Law. More

Each state and the federal government are compelled to register individuals who have been convicted of sex crimes against children. And each state and the federal government have to make private and personal information on convicted sex offenders available to the public.

Megan's Law arms the public with certain information on the whereabouts of dangerous sex offenders so that local communities may protect themselves and their children. The law also authorizes local law enforcement to notify the public about high-risk and serious sex offenders who reside in, are employed in, or frequent the community. More

It should be made clear that
sex offenders have always lived in our communities; but it wasn't until the passage of the sex and child offender registration act that the law enforcement even knew where they were living. In many cases, this information is now available to enhance public safety and protection.

WARNING: Abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end the ability to provide this information we believe the only person who wins if this ends is the offender, since sex offenders derive their power through secrecy.

Megan's Law is not intended to punish the offender and specifically prohibits using the information to harass or commit any crime against the offender. It recognizes that public safety is best served when registered sex offenders are not concealing their location to avoid harassment.
